Pizza Dinner
Thursday evening, NEWPA will provide exhibitors with pizza, salad and other good munchies. The pizza dinner will be available from 6-7 pm Thursday evening.
Aisle Party
All exhibitors are invited to attend the famous (and free) Aisle Party Friday evening.
Chicken Barbeque
Saturday evening a Chicken Barbeque will be available from 5:30-6:30 pm. The dinner will be $10 for adults and $7.50 for children 12 and under. The dinner includes Chicken, Potatoes, baked beans salad, bread and drink. Tickets will be available in the Horse show office and must be purchased by 8:00 pm Friday.

General Information
Every class offered herein
which is covered by the rules and specifications of the current USEF
rulebook will be conducted and judged in accordance therewith.
STABLING: PERMANENT BOX
STALLS WITH DOORS ARE AVAILABLE FOR $45.00. Request all stalls on
entry blank. Stall fees must accompany reservations. NO REFUNDS ON
STALLS. Initial bedding is not included but may be purchased on the
fairgrounds. Please send check and order form in with your entries.
EVERY ANIMAL NOT SHOWING
FROM A STALL will be charged a $15.00 trailer fee.
CAMPERS: There will be a
$50.00 fee for every vehicle parked on the grounds in which someone
is sleeping. This fee is charged even if the vehicle is not using a
hook up.
All Welsh ponies six years & over showing in breeding classes and all Welsh and half Welsh ponies showing in WPCSA performance classes must be measured or present a valid USEF or WPCSA measurement card. All ponies and cobs showing USEF days must show current measurement cards or be measured at the show. Officials will be measuring on Friday from 9:00 to 10:00 am & Saturday& Sunday from 7:00 am until 8:00 am
All classes will be judged
on performance and soundness unless otherwise noted.
All Prize money will be paid in the ring. Six ribbons will
be awarded in all classes unless otherwise stated.
The management reserves the
right to change the order of classes before or during the show.
WPCSA rules state that classes/divisions cannot be added or combined
once the prize list has been mailed. However, management may decide
to split a division that is listed in the prize list as having
sections combined. In addition, USEF rules state that management
must give 12 hours notice to the judge and exhibitors before
changing the order of classes.
There will be a $30.00
surcharge added to all checks returned by the bank. All entries not
paid in full at the show will be charged a $25.00 billing fee.
All Welsh animals must be
registered in the stud books of the Welsh Pony & Cob Society of
America, Inc., or the Welsh Pony & Cob Society of Canada and must be
entered under their full registered name, or if under one year, be
eligible for registration.
Before numbers will be
issued Exhibitors must provide a negative Coggins test for each
entry. Animals stabled in New York State must present a negative
certificate dated either 2005 or 2006. Animals stabled outside New
York State must present a negative certificate dated since July,
2005 and a health certificate from a veterinarian dated within
thirty days of their arrival in N.Y.S. Proof of Rabies inoculation
between July 4, 2005 and June 30, 2006 must also be presented for
each entry.
The Northeastern Welsh Pony
Association and the show manager take no responsibility for loss,
injury or damage to animals, exhibitors, equipment and anyone
connected thereto.
Life, senior active, and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the advanced level, Dressage, Reining, and VaultingCompetitions and Endurance Rides provided the respectivebreed/discipline dues or breed/discipline category fee has been paid. A non-member may participate as a handler, rider, driver, owner,lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions, and Combined Driving Competitions upon payment of a $20 nonmember registration fee and a $5 breed/discipline category fee for each breed/discipline. Participants in the following classes are exemptedfrom the requirements of this rule; 1) leadline; 2) exhibitions; 3)games and races; 4) classes for 4-H members; 5) walk/trot andacademy classes (Academy classes are classes limited to horsesused regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA endorsed ReiningCompetitions. Also exempted from this requirement are citizens ofother nations who have proof, in English, of current membership in good standing of their own National Federation; 8) USEA beginner novice division; and 9) assistant handlers in Dressage Sport Horse Breeding classes. (See GR807.4 of the Federation rules.)

ENTRIES CLOSE June 9, 2006. Once an animal is entered in at least one class, post entries will be accepted at the regular fee. Post Entries accepted for new animals for an additional $5.00/class above the regular entry fee.
All fees will be refunded if entries are cancelled on or before June 9. There will be a $25 office charge for all scratches after June 9. There will be no refunds on stalls. Once the show has started horses that are not shown in classes in which they are entered forfeit their entry fee except if a horse is injured or becomes ill. Proper notification by a veterinarian and a scratch sheet must be presented to the office prior to the start of the class being scratched.
17. Both rings have a mix of sand and limestone screenings as footing. Ring 1 is 85'X175', Ring 2 is 70'X150'.

To be eligible a pony must have received a breed championship at any recognized WPCSA show in any year (including NEWPA 2006). In addition, the pony must be owned by its breeder at the time of the class. However the owner is not required to show the pony. Entrants should sign up for class on the special entry form in the show office.

THE $2500.00 SPORTPONY STAR SEARCH CHALLENGE CUP
2006 will prove
an exciting year for Sport ponies as it is the inaugural of the
"Sport pony Star Search Challenge Cup". This coveted Cup Class will
showcase 15 qualifiers from selected Sport pony shows across Ontario
and Eastern USA with the winner being selected and awarded royally.
The final judging of this challenge will take place at the Toronto
Royal Winter Fair. This will give the opportunity for line sport
ponies of all ages to shine.
CRITERIA TO MEET THE REQUIREMENTS OF QUALIFIERS
There will be a selection of Sport pony Shows participating in this
Challenge. Ponies eligible to participate will be those individuals
that meet the standards set out for the American Sport pony
Registry. They may be registered or may not be at this time and no
restrictions will be made as to the ponies’ nationality or origin.
Each show will produce 3 qualifiers. At these shows the highest
placed pony 2 years and under will be selected as a Sport
pony Star Search Qualifier of that show. If there is more than one
class offered for this age group or sex group the highest placed
candidate will be judged at the conclusion of the show for the
qualifier.
This same system will take place to select the qualifying mare or
gelding 3 years and over (as of January 1st of that
year). The 3rd qualifier will be the stallion 3
years and over. Once an individual has qualified the animal 2nd
to it in its primary class becomes eligible to become a qualifier at
the remaining shows. The judge will always name a reserve to each
qualifier. If for some reason an awarded qualifier cannot
participate in the finals following the conclusion of the shows then
the pony that was reserved can take its place, thus maintaining the
final numbers presented.
The qualifiers will then come forward for the final judging with one
selected as the SPORTPONY STAR SEARCH CHAMPION.
AWARDS AND INCENTIVES
Every qualifier will be presented with a Sport pony Star Search
qualifier ribbon. The overall wining SPORTPONY STAR SEARCH CHAMPION
will win an award of $1500.00 Canadian, Championship sash and
presentation blanket. If the winner is a registered American Sport
pony it will win an additional award of $1000.00 Canadian that is
generously offered by the American Sport pony Registry. The Morton
Sport pony Star Search Challenge Cup will be presented to the
winner. Prior to each year’s judging this trophy will be returned
in the original condition to be re- presented.
*The committee of the Sport pony Star Search Challenge Cup has the right to alter/change and make decisions to the running of this program.
THE WELSH CHAMPION OF CHAMPIONS – 2006
Three (3) Champions per show will qualify for the Finals, to be held at the Royal Agricultural Winter Fair. These champions will be picked from the following categories: Two years old and under – Colt, Filly, or Gelding Section A, B, C, and D: Yeld Mare/Broodmare – Section A, B, C, and D: Stallion/Gelding – Section A, B, C, and D
THE FIRST PLACE FOAL from Sections A, B, C, and D; THE FIRST PLACE YEARLING from Sections A, B, C, and D; and the FIRST PLACE TWO-YEAR OLD from Sections A, B, C, and D will be judged together and the winner will be considered the TWO-YEAR OLD AND UNDER CHAMPION of that particular show. This winner will be the qualifier that goes forward for final judging at The Royal Agricultural Winter Fair in November. The SAME CRITERIA WILL BE USED FOR THE YELD MARE AND BROODMARE DIVISION AND THE STALLION/GELDING DIVISION – WITH THE FOLLOWING EXCEPTIONS FOR SECTION B AND FOR SECTION C & D ONLY. Should the YELD MARE/BROODMARE and/or the STALLION/GELDING classes be combined at any of the above-mentioned qualifying shows, or, should the Two-Year Old and Under class be combined, then the First and Second Place ribbon winners will advance to be judged for the Best Yeld Mare/Broodmare, the Best Stallion/Gelding or Best Two-Year Old and Under of that show. The winner of each category will then advance to the final judging at The Royal.
Please Note: Once an animal has qualified for the finals of THE WELSH CHAMPION OF CHAMPIONS, it is no longer eligible to compete for a berth in the 2006 finals.
THE C.E.F. WELSH RULES ARE TO APPLY FOR THE CHAMPIONS.
All Ponies and Cobs must be registered in a Welsh Stud Book. Foals of the current year must be eligible for registrations. Qualifying Welsh Ponies and Cobs may be drug tested at the discretion of the Shows. Handlers in all qualifier classes must be appropriately dressed. Handlers wearing jeans, shorts or halter tops or T-shirst will not be eligible to handle ponies. For final judging, formal attire is required. Should one for the Finalists be unable to appear in THE WELSH CHAMPION OF CHAMPIONS at The Royal Agricultural Winter Fair, then the Chairperson of these Championships MUST BE NOTIFIED at least one (1) month before the final judging is to take place. The Chairperson then has the right to advance the Reserve of the Qualifier. The Reserve of the Qualifier would then be eligible to receive any awards being presented to the Finalists at the CHAMPIONSHIPS.
The event will be judged immediately after the Welsh Breeding Division classes in the exercise ring in the Horse Palace. To be shown both ways of the ring at a walk, slow trot, working trot and trot on. To stand quietly and back readily. Turnout class to be judged 40% on performance, manners, and way of going, 30% on the condition, fit and appropriateness of harness and vehicle, 15% on neatness and appropriateness of attire and 15% on overall impression. Working classes to be judged 70% on performance, manners and way of going, 20% on condition and fit of harness and vehicle and 10% on neatness of attire. Obstacle Class is a time competition, judged on speed through a course of no more than twenty obstacles. Faults add seconds to total time. Fastest time wins.

Pleasure Driving Divisions
To be shown to a suitable two or four-wheeled vehicle, but not a viceroy, racing sulky or Fine Harness rig. To be judged 75% on performance, manners, movement and style, and 25% on breed type and conformation.
Working classes to be judged 100% on performance. Removing the bridle from an animal harnessed to a vehicle, or leaving an animal unattended while hitched, anywhere on the show grounds, will result in instant elimination and removal from the show grounds.

Open to All horses and ponies. Obstacle Class is a time competition, judged on speed through a course of no more than twenty obstacles. Faults add seconds to total time. Fastest time wins.

Welsh. Each section will be individually judged and placed.
Entries must enter at least 3 of the 4 sections. An overall High
Score champion and reserve champion will be awarded. Judged on
performance, manners, and suitability. No more than two exhibitors
may ride and drive each pony. All exhibitors 14 and under must be
accompanied in the cart by an adult. Each entry allowed two
attendants.

To be shown hitched to a 2 or 4 wheel cart at a walk & trot both ways of the ring. Removal of the bridle while the pony is hitched to the cart will result in instant elimination.

In the event of equality affecting the selection of the top 12, all those equal will qualify. The scores of the 12 horses in the second round will be added to the first round scores and placed in order of their total score for the two rounds. Exhibitors tied for first place only will jump a third round over a shortened course. Ties for all other places will remain tied. Ribbons will be pinned through eighth place.

This special award, will be given to the Jr. Exhibitor accumulating the highest number of points in any three classes from a single performance division, who has also competed in the Junior Showmanship. 2006 Eastern Welsh Circuit
The Eastern Welsh Circuit, first established in 1991, gives high score awards in various Welsh divisions for points accumulated at a group of Welsh shows in the East. The purpose of the circuit is to help promote Welsh shows and to provide an incentive for competing in Welsh breeding and performance divisions.

The points will be accumulated from all participating shows on a 5-3-2-1 basis with 3 points for champion and 2 points for reserve. No points will be given for grand or supreme champions. In the performance pleasure divisions, classes for Western equipment will not count.
A pony must compete in a minimum of 2 shows in the same division in order to be eligible for awards in that division.
Four ribbons – Champion, Reserve, third and fourth – will be given for each division and a trophy or prize will be given to all Champions and possibly Reserve Champions. Plans are underway to have another gala event for the presentation of the awards in December.

Sec A & B Adult English Pleasure 2 and under filly
Sec C & D English Pleasure 3 and over mare
Half-Welsh English Pleasure 3 and over stallion
Sec A & B Western Pleasure gelding, any age
Sec A & B Adult Western Pleasure Half-Welsh
C & D Western Pleasure 2 and under colt, filly or gelding
Half-Welsh Western Pleasure 3 and over mares, stallions, geldings

PLEASE NOTE
All horses MUST meet the following Health Requirements. A New York State Inspector will be in attendance at the Horse Show.
HORSES STABLED IN NEW YORK STATE:
Must present a Negative Coggins certificate dated in 2005 or 2006 AND
A proof of a current Rabies Inoculation administered between 7/3/ 2005 and
6/29/ 2006
Please attach a legible copy to your entry blank.
HORSES STABLED OUTSIDE NEW YORK STATE:
Must present a Negative Coggins certificate dated SINCE July 2005,
A proof of a current Rabies Inoculation administered between 7/3/ 2005 and
6/29/ 2006
AND:
A current Health Certificate dated within 30 days of your arrival in New York State from your local veterinarian.
Please attach a legible copy to your entry blank.
CANADA:
Must present a Negative Coggins certificate dated SINCE July 2005,
